Directional Coupler and Tapper are interchangeable in most cases, Directional Coupler Insertion Loss is a little higher than Tapper, while VSWR is a little better.

The biggest difference is the path direction, Tapper is not directional while directional coupler do, and the rated is also different, a 6 dB coupler is the same as a 5 dB tappper, a 4.8 dB coupler is the same as a 3 dB tapper.

Frequency coverage
There are several type for different application:
138 MHz-960 MHz, for VHF/UHF(PSR-VU-9537-X) and 700/800 MHz(PSR-78-9533-X)
350 MHz-960 MHz(PSR-VU-9537-X UHF only) and 700/800 MHz(PSR-78-9533-X)
